Based in Lexplanas’ offices at Bogotá, Bernardo has over 15 years of professional experience in several areas of public law. He followed his legal training in both Colombia and France.

PhD in Public Law from Paris 1 Panthéon-Sorbonne University, Professor of Administrative Law and Constitutional Law at the Externado University of Colombia, former Deputy Judge of the Superior Council of the Judiciary of Colombia, former Vice President of the Andrés Bello Association of Franco-Latin American jurists and author of numerous legal publications.

He provides advice and representation to foreign companies developing business in Colombia in all aspects relating to Colombian law of public procurement: public procurement process (calls for tenders, abbreviated procedures, competitions, direct awarding, public-private associations); conclusion, interpretation and performance of the contract; amicable, arbitral or jurisdictional settlement of contractual controversies; liquidation of the contract; contractual sanctions.
